Please find enclosed a copy of the report of the special consultative

meeting of the HNS Correspondence Group in Ottawa on 3-5 June, 2003.

The report has been drafted in the format for submission to the next

session of the Legal Committee (LEG 87) in October 2003. We intend to

submit the paper to the IMO next month for discussion at LEG 87.

We would be grateful for comments from all on the proposed action that

is requested of the Legal Committee, as contained in paragraph 11.4 of

the paper. Comments from those present at the meeting on the report

itself are also still welcome.

The papers submitted to the meeting have been posted on the HNS Corr.

number of the power point presentations given at the meeting. It is also

our intention to submit the meeting papers to LEG 87 together as an INF.

paper.

I would be grateful for comments before close of play on Monday 14

July.
