Thank you again for your
reply. Your suggestion is indeed a good one and does add some clarity to the
issue as well as address some of our concerns. You are in fact, very correct in
your assessment of the upcoming discussion. However, we would also add that it
is not simply a matter of willingness to act as I believe that willingness was
always there as is evident in the years of work many states have devoted to
establishing an international HNS regime. It is also
a matter of whether states can indeed act within the current confines of the
1996 HNS Convention. See you in
