I'm sorry to come back on the same point again, but I still think I
haven't made the point as clearly as I had hoped. To put it very simply,
I'm trying to make the point  that there will be two sets of data. One
will reflect the quantity of LNG discharged in a State Party, the other
will reflect the actual contributions received by the Fund from
titleholders (whether in a State Party or not). These two data sets may
not be consistent as regards LNG discharged and LNG contributions
received because some LNG may not be levied (under the existing
arrangements as set out in the Convention). For the purpose of actual
contributions to the LNG Account only that LNG for which there is a
contribution will have relevance and for the LNG discharged but for
which there is no contribution there will be an outstanding debt.
