Dear Erik,

With reference to my message of yesterday I should perhaps point out for the avoidance of doubt that the proposal which we have put forward in relation to the terrorist issue can be implemented just as well by reservation.  We put forward the notion of proceeding by way of declaration coupled with concerted action in domestic law only as a possible means of assisting those States that found the reservation method of amendment objectionable.  For our part, we believe the substantive proposal we have put forward in order to arrange suitable cover can be achieved by either method, reservation or declaration.
