Dear Sir,
In Singapore Shipping Times 19 March, concerns were
expressed in respect of the new regime for passenger liability. The shipping
industry recommended that the 2002 Athens Convention should not be ratified, because
it could cause too great overall exposure to the P&I Clubs. However,
Article 19 of that Convention allows states to retain global limitation to
avoid excessive catastrophe exposure. The fear expressed is thus no reason to
deny passengers the benefits of the new Convention, namely a mandatory
insurance scheme.
